As I am new to the forum and dont want to run the risk of getting banned I will refrain from typing the first answer that popped into my head, instead I will just politely say...

I reckon Town Councillors would only operate in and around the town whereby County councillors probably operate the length and bredth of the county.

I am sure their salaries reflect this also.
